Modal Manners

Quick patch: at 4x game speed, the manifesto and operation naming modals could fire close enough together to stack on top of each other. Two overlapping dialogs is not the experience we're going for. v0.21.2 adds mutual exclusion guards so culture modals take turns.

Small fix, but it matters for players who like running fast. The belt rewards patience, but it shouldn't punish speed.
